Iceland has said no to restarting negotiations to join the European Union. But what does that really tell us about the state of play in Europe?

European Commission President Ursula von der Leyen has said enlargement is a geopolitical necessity, but it has now been 13 years since a country last joined the Union - the longest period without a new member in its history.
