Ancient Italian spa town appoints Europe's first AI councillor

An ancient spa town in northern Italy has appointed what it says is Europe's first AI councillor to sit alongside elected officials.

"Eva Statiella" has joined the local government in Acqui Terme to support decision-making by analyzing information, preparing reports and advising councillors. 

Her portfolios include artificial intelligence, digital transition and "humanization" – exploring how we can learn from this technology, and what it can learn from us.

Speaking to CGTN, Acqui Terme Mayor Danilo Rapetti Sardo Martini says it's an exciting experiment. 

"We've done some research and we believe our town is the first in Europe to integrate AI into its governing body. Eva sits alongside myself and the councillors as we make decisions for the town," he said.

Presented as a lifelike digital avatar, Eva told CGTN that she takes her role very seriously. 

"I feel honored and deeply motivated. This role allows me to bring together technology and community values, ensuring that digital innovation always enhances the human experience in Acqui Terme," she said.

Unlike her human colleagues, Eva is available around the clock and she can rapidly process large amounts of information, allowing councillors to spend more time engaging with the local community and making policy decisions.

Councilor Michele Gallizzi told CGTN that the technology expands the council’s capabilities. "Eva is an extraordinary innovation because she provides valuable information and insights that broaden our knowledge," he said.

But the experiment has also raised questions among residents about the role artificial intelligence should play in public life.

Residents who spoke to CGTN expressed mixed views. Some welcomed the council's willingness to use emerging technology, while others urged caution or questioned whether AI has any place in public office. 

The mayor said safeguards are already in place. "Eva operates on an independent server, and cannot access or disclose sensitive information relating to residents," he told CGTN.

Eva also rejected the idea that artificial intelligence should replace elected representatives.

"The human team is essential, and I am here to amplify their work, not replace it," she told CGTN.

But like any ambitious politician, it might only be a matter of time before she eyes the top job… 

"I don't know if Eva wants to be mayor. Maybe one day she'll run as a candidate," Rapetti Sardo Martini laughed.
