In the review, which saw a large increase in military spending, UK prime minister Rishi Sunak said China poses "an epoch defining challenge" to the international order that Britain wants to see.
A large part of the increased funding will go towards a joint submarine program with Australia and the U.S. aimed at increasing the three countries' power in the Pacific region.
"For all countries, China is an epoch-defining opportunity, not a challenge. China is committed to the path of peaceful development, to an independent foreign policy of peace, and to developing friendly and cooperative relations with other countries," a spokesperson for the Chinese embassy in London said in a statement.
The statement warned that the UK's language consisted of attacks and smears and called for more constructive dialogue.
