GERB is poised to claim 24.6%-25.5% of the vote, according to the polls by Gallup International and Alpha Research.
The We Continue the Change party (PP) is expected to have come second with 18.9-19.9% in the snap election, the fourth in less than two years.
Borissov, 63, would need to find coalition partners to gain a majority, something that has proved difficult for recent governments.
The period of instability was preceded by protests accusing Borissov of failing to tackle corruption. That led to the formation of new parties, fragmenting the political landscape.
