A journalist has been killed in Irpin, near the Ukrainian capital of Kyiv. A local police chief said two other people had also been injured in the incident. The reporter Brent Renaud, who was 51, was carrying a New York Times press pass, but the newspaper said he was not currently on assignment for them.

As fighting continues, Russia widened its targets to include a Ukrainian military facility near the border with Poland. 

Ukraine said 35 people were killed at the facility and more than a hundred wounded. The compound is thought to have been used as a training base and rallying point. Russia's Ministry of Defense said at least 180 foreign fighters had been killed and a large amount of weapons destroyed.

Regional governor Maksym Kozytskyy said Russian planes fired around 30 rockets at the Yavoriv International Center for Peacekeeping and Security, according to Reuters. Some were intercepted before they hit, he added.

Russia says it will investigate reports that a number of civilians died in the Luhansk region. Retreating Ukrainian forces were using the non-combatants as human shields, the Tass news agency reported. Ukrainian forces say some casualties were sheltering in a monastery and others in the areas were trying to flee by train when they were hit by fire from pro-Russian forces.

Despite the incidents, negotiators from both sides were positive ahead of a fourth round of talks set to begin this week.

Sanctions and aid

Around midday, a second shipment of Chinese humanitarian aid, including food and sleeping bags, arrived in Ukraine, via Romania. 

As countries around the world tighten sanctions on Russia and associates of its leaders, Italy seized a yacht belonging to Andrey Igorevich Melnichenko at the port of Trieste. The Russian businessman was placed on an EU sanctions list following Russia's invasion of Ukraine.

The 143-metre (470-foot) Sailing Yacht A is the biggest in the world and is believed to be worth $578 million.

In response to what it describes as information terrorism, Russia will block social network Instagram from Monday.

It is one of the most popular social media channels in Russia with around 80 million users. The platform's head criticized the decision, which came after Russia declared parent company Meta an extremist organization. Twitter and Facebook are already blocked in Russia, while TikTok has suspended most of its functionality.
