"The second wave of the pandemic in Europe, notably in France, and the resulting new restrictions are adding to the uncertainty and weighing on the recovery."
The President of the European Central Bank (ECB), Christine Lagarde, struck a pessimistic tone when speaking to French newspaper Le Monde, published on the bank's website.
"Since the rebound we saw over the summer, the recovery has been uneven, uncertain and incomplete and now risks losing momentum," Lagarde said, adding that "the options in our toolbox have not been exhausted. If more has to be done, we will do more."
The ECB is already supporting the economy with a pandemic emergency program of bond purchases, pumping $1.58 trillion into the economy – a move to lower market borrowing costs and help keep credit flowing to businesses.

Faced with a kit clash in the Giro D'Italia (the tour of Italy), Matthew Beaudin, Marketing Director at EF Pro Cycling, and his team decided to "shake things up." Working with the cycling kit company Rapha, and skateboarding fashion house Palace, both London-based, they produced what can only be described as an eye-catching kit.
The team hopes the new jersey will open new markets, attracting those who usually don't care for cycling.
What was the thinking behind the new kit?
It was a great opportunity for us to further illustrate the character of the team, because our team is a little bit more free spirited than most. And it's just an opportunity to shake things up … There were a lot of logistical hurdles that our operations team had to work through. And I commend them hugely for being able to execute on this stuff and have it be a surprise. The riders didn't even know they were going to be racing in a new kit. It was very near the race because, you know, once the thing's out it just has a way of people taking pictures and people sharing pictures, it's exciting.
What has the reaction been to the new kit?
The best part for me has been watching the response, not only in the media or in the digital space, but also seeing where the rubber meets the road here because we are still a bike racing team. Those guys went out and they raced their hearts out in a kit with a big duck on it. And I think performing in that kind of situation has actually been the coolest part.
